Introduction

Shepton Beauchamp Cowleaze Meadow Project

This project is a community effort to utilize a 1 hectare (approx) site near the centre of the village. The site has been leased by the owners, Wessex Water, to the Parish council for 25 years. The site currently contains a sewage pumping station, which pumps waste water, and surface water to the treatment works in South Petherton. It has been formerly used as a sewage treatment works, but this was decommissioned in 1986.

It is hoped to provide a woodland/shrubby area, orchard area, wild flower meadow, secure seating and pathways that will allow access to a majority of the site by wheelchair users, parents with children in buggies, and all other villagers. It is also intended that a portion of the site is used by the playgroup as an allotment to grow vegetables, and to set up a sensory garden. Cowleaze Meadow can be found on OS maps using ref ST40561708. It contains a public right of way, and is bordered by a stream. The surrounding land is used for grazing cattle, growing arable crops, commercial fruit/vegetable production, housing and productive gardens with mature fruit trees. Various surveys have shown no remarkable plant species. There is a colony of water voles in the stream, and badgers, rabbits, deer, foxes have all been seen in the area. An otter has recently been observed in an adjacent field.

Local volunteers, who come from all parts of the community, will carry out the body of the work, once the basic infrastructure has been provided. We have secured the money for the work to be completed by contractors from a Community Spaces Lottery funded grant. The local school will use the area for nature walks, and the play group will be doing some planting. Before work can commence we require further soil samples to be analysed to make sure the areas to be planted with edible crops is free from any contamination. The survey and soil samples have been completed, and we are waiting for the results.

In addition to grant applications, we have received money from the parish council, various donations from groups and individuals. Mary H Clarke 22nd February 2010

Update April 2008

The lease has now been signed and is in the hands of the parish council. Some work has already taken place at the site to start clearance of the seating area by local volunteers.

An information board has been erected at the front entrance, so watch this space for updates and new information.

AGM November 2010

Notes on AGM on Thursday 25th November 2010-11-27 Those present: Roger, Debbie, Mary, Colin and David. Apologies from Barrie, Ruth, Marcus, Keith.

Many thanks to Buttle Close residents hosting our meeting. As it was a cold night the turnout was low, but we were glad that we had a quorum!

Chairman’s report

It has been a busy year with the success of our grant application which has resulted in lots happening on the ground. The site is now more accessible with the installation of the new gates and paths and it now has defined boundaries with the new fencing.

Thicket area and the Orchard (with the successful outcome of the soil sampling) are due to start Nov/Dec Sensory Garden and Pond ongoing in planning and maybe need sub groups to help them along.

There are two points that need our input as a group, firstly, ideas for community involvement to attract new volunteers and secondly to discuss finalising the Management Plan with help from Terry Franklin the ecologist to focus our ideas and intentions of land management for the future of Cowleaze Meadow.

Treasurer’s report.

Roger presented the audited report to the meeting. As the Groundworks grant is administered by the Parish council, these figures do not appear in our report.

We have spent in the region of £30,000 on the scheme so far, with more payments to be made foe trees, shrubs etc, and contractors fees in the near future. At present we have a healthy balance in our bank account, and the parish council hold some funds for us.

In the past year we have had a £500.0 grant from SCC (Ann Larpent), but it is unlikely there will be any money from these sources in the next few years, so to enable ongoing maintenance we will have to be careful. David Gordon expressed the committees thanks for all Roger’s work in taking care of the accounts, and dealing with the Lottery people, which was endorsed by the rest of the team.

Discussion

The landscape architect who oversees the project has advised that some overhanging branches that may become a hazard, should be cut back prior to shrub planting. Permission from the landowner will be needed, and Phil Bartlett contacted.

Digging holes to prepare for apple tree planting is to take place at next work party, on Sunday 28th November. It is proposed to dig the marked circular area to remove turf and soil, to a depth of approximately 30 cms. Debris such as stones, roots etc should be removed. Underlying soil—which seems to be clay- should be loosened, and soil returned to hole. When the trees arrive, the soil will be removed again, the tree stakes put in place, the tree planted to a depth that will keep the graft above soil level, and secured to stake. The hole will be watered.

The soil, plus soil improver and organic fertilizer, will be placed back in the hole, firmed up, and left to its own devices.

Roger hopes to have the stand pipe in place for this date. We need to thank him for using his professional skills to support our project. Election of Officers

The members of the committee have agreed to stay in post. Ruth has volunteered to join the committee, and we are pleased to support her application. The proposal that all should be re-elected was proposed by David, and seconded by Roger, and passed unanimously.

The committee now stands as: Chair Debbie, Treasurer Roger, Secretary Mary, committee members David, Marcus, Barrie, Ruth.

Any Other Business

Apple tree planting on 11th Dec. Debbie to publicise. Roger will be unable to attend, but will pass equipment to Mary (post rammer etc) Post are 8ft, and may need to be shortened. Oak tree and holm oak to be moved to new site before apple planting. The hedging saplings can also be planted out on this occasion (depending on number of helpers).

After helpful advice from ecologist Terry Franklin of SSDC, we will cut grass as hay in meadow and woodland area. In the first year we will spray off nettles in this area, and prepare the sites for tree planting. Then we envisage minimal interference (partly due to manpower issues) with hay being scythed July/August time, allowed to lie a couple of weeks to shed seed and dry, then be raked up and stacked as wildlife habitat, close to growing site. Mary to discuss final details with Terry.

We need to provide/purchase a notice board for the site (which needs to be robust, secure and waterproof), and also erect some discreet advisory notices to encourage the safe disposal of dog poo in the bin provided at the site entrance, and designate the seating area as a dog free zone. Marcus is asked to sort out these tasks. The school should be providing some temporary laminated art work to help with this.

We will be applying for a sustainability grant in early January. This will fund three types of materials/activities. Equipment, training and community involvement. We are investigating the purchase of mowing equipment. There should be opportunities for some team members to receive training which will allow them to help maintain the site in coming years (scything, strimming and chain saw use etc.) We are getting information about workshops for local people to attend in things such as sculpture from waste materials, willow weaving, construction of nesting boxes etc. More news in the new year.

AGM November 2009

7.30pm Duke of York Thursday 19th November

Notes on AGM held on Thursday 19th November 2009. Present: Debbie Welch, David Gordon, Roger Cripps, Marcus Jubb, Teresa Taylor (Shepton Pre-School),Mary Clarke. Apologies received from Anne Gullo, Hazel and Chris Powell, Andy Roberts, Keith Rolandson, Barrie Bentley.

1.The Chairman, Debbie Welch, summarised the achievements by the group over the last year. The Stage 2 grant application was submitted at the beginning of October, and is now being processed by Groundworks, the organisation dealing with the actual application. We hope to hear the outcome before Christmas. Work has continued in preparing the site, and as this has proceded , the plans have been modified in the light of findings from the ecological surveys and soil sampling.

We require further soil samples to be taken, and this will enable the final location of various areas to be decided. We are also getting a clearer idea of how the site will finally be managed. The article in the Web parish magazine, generated a lot of interest. We hope also to get support from other groups involved in the Parish Plan.

In order to publicise the project, and interest in the environment, Debbie is to organise a talk from Beth Jarret of the Somerset Wildlife Trust, about creating wildlife friendly habitats in domestic gardens and areas such as Cowleaze.

Debbie thanked all the volunteers, and all the local individuals and groups who have contributed to our work in the past year. We are all looking forward to next year having less paperwork and more action on the site.

2. The Treasurer,Roger Cripps, submittes the audited accounts for the year. These show a small cash holding after the payment for some basic goods and services. A fuller breakdown of figures can be obtained directly from Roger.

3. The Stage 2 Lottery grant application is submitted, and awaiting a decision. When this is know we will have another meeting to discuss the way forward.

5.It was decided that the Plan of Works should be revised, so that all activities will be co-ordinated, and the priorities for the next couple of months decided. This will be discussed on site on Sunday 29th November in an additional working party/planning meeting.

Meanwhile immediate actions to include making log piles safe near seating area, clearing banks of stream and making access to secluded grassy areas possible for water voles. Roger has been almost single handed in clearing scrub, brambles etc from the site of proposed fencing, and also mowing the paths. A last cutting of grass on the site would be useful before winter, if this can be arranged.

AGM Notes December 2012

Notes on Shepton Beauchamp Cowleaze Meadow AGM held on Thurday 13th December 2012 Attended by Barrie, Roger, Chris, Ruth and Mary. Apologies from Debbie. Chairman’s report was delivered by Roger. In the last year we have consolidated the work in the meadow, with volunteers maintaining grass cutting, and general maintenance. The events organised were related to the sustainability grant, so we planted a willow tunnel, bought and erected bird and bat boxes, and had a drumming workshop for all the village. This event coincided with the Queen’s Diamond Jubilee celebration. On this weekend we also hosted a “bring your own” picnic, and had a walking quiz, which encouraged us to find out more about our village. In general people enjoyed these events and the Village Events team were grateful for our participation. We have also bought a supply of hand tools and other equipment to enable us to carry out routine maintenance into the future. We have had some working parties, which have not been very well attended, but the bulb planting sessions were helpful in recruiting new members.

Roger deliver the financial report, audited by Jo Walshe. We seem to have funds to support the ongoing work at for the next 4 years at least.

The committee were unanimously re-elected, with the addition of new member Chris joining the committee. We discussed future developments. Roger has mentioned the possibility of a water feature to the Parish Council, without much of a response. We think in general awetland patch would be safer, but allow for greater biodiversity. We could dig out a scrape, line it with membrane, backfill with earth and allow it to fill with natural rainfall, but prevent rapid drainage by using the membrane. With our present workforce, this will be for future development, once everything else is under control.

As we missed the chance to cut the meadow areas this year, due to bad weather among other things, we need to expose a few patches in these areas to plant the rather bedraggled pots of wild flowers that have been grown over the year. We are hoping to do this before Christmas. There were also suggestions that we cut some wiggley paths through these areas to allow small children to walk through when the grass gets long. Another idea was to place some “stepping stones” in the seating area for small children to jump along. They would need to be recessed to enable the mower to go over them. We also wish to plant a couple of willow trees in the meadow areas to provide shade.

There is also work to be done on to remove some dead trees, and cutback broken branches on larger trees that could be a hazard.

We need to keep maintenance going, ensure all the paths allow easy access throughout the year, keep growing trees weed free around the base, and generally adapt to the changing circumstances as the site matures. Mary Clarke 14/12/2012
