Introduction

Shepton Beauchamp Cowleaze Meadow Project

This project is a community effort to utilize a 1 hectare (approx) site near the centre of the village. The site has been leased by the owners, Wessex Water, to the Parish council for 25 years. The site currently contains a sewage pumping station, which pumps waste water, and surface water to the treatment works in South Petherton. It has been formerly used as a sewage treatment works, but this was decommissioned in 1986.

It is hoped to provide a woodland/shrubby area, orchard area, wild flower meadow, secure seating and pathways that will allow access to a majority of the site by wheelchair users, parents with children in buggies, and all other villagers. It is also intended that a portion of the site is used by the playgroup as an allotment to grow vegetables, and to set up a sensory garden. Cowleaze Meadow can be found on OS maps using ref ST40561708. It contains a public right of way, and is bordered by a stream. The surrounding land is used for grazing cattle, growing arable crops, commercial fruit/vegetable production, housing and productive gardens with mature fruit trees. Various surveys have shown no remarkable plant species. There is a colony of water voles in the stream, and badgers, rabbits, deer, foxes have all been seen in the area. An otter has recently been observed in an adjacent field.

Local volunteers, who come from all parts of the community, will carry out the body of the work, once the basic infrastructure has been provided. We have secured the money for the work to be completed by contractors from a Community Spaces Lottery funded grant. The local school will use the area for nature walks, and the play group will be doing some planting. Before work can commence we require further soil samples to be analysed to make sure the areas to be planted with edible crops is free from any contamination. The survey and soil samples have been completed, and we are waiting for the results.

In addition to grant applications, we have received money from the parish council, various donations from groups and individuals. Mary H Clarke 22nd February 2010

Notes - Meeting 27th November 2008

Notes on Shepton Beauchamp Cowleaze Meadow Project meeting on Thurs 27th Nov Present Roger, Jules, David, Mary, Graham and Robert.

Graham and Robert are interested in helping to trim and remove dangerous branches from the willow trees on the southern bank of the stream. They are going to meet Roger and Jules on site at 9am on Sunday morning, to discuss the proposals. Robert Rowswell, who has used their services on the north bank of the stream, is happy for the work to proceed.

Shelley Bacon is keen for the playgroup to plant some primroses, on site, in the near future. A site near the main gate has been selected, and will be cleared on Sunday, of nettles and brambles, to enable access to a small area. Mary to talk to Shelley.

Ivan Herring wishes to scrape off surface vegetation in wild flower areas in the spring, prior to seeding with wildflower mixture.

David has trodden on some half buried railing in the area where the former sewage treatment beds were located. These are very dangerous, and need to be dragged out and disposed of. Roger to see if Ed would be able to help with this. Joy Williams (SCC involved in producing protocol for biodiversity survey) has been in touch with Roger to say they have no money to fund such a survey, and in addition no people to complete it. It seems we will have to rely on our own observations, and reports of sightings by local people.

Phil Stone has said that for a community orchard £10.00 per tree will be available. David to get written confirmation of this offer. An other way to raise money for trees is to invite people to sponsor a tree. We will need approx 30 apple trees for the initial orchard area.

The plan was discussed:

  1. Paths, some mown regularly, Hard paths to have a scalpings base, with edging in appropriate areas. Top surface to be Breedon Selfbinding gravel. Main path needs to be cleaned up. Length 150 m, 1m wide. Most path areas already marked with cane etc, and to be kept mown.
  2. Fences, suggest estate railings for seating area to pumping station. Grow a curved boundary between seating area and the land WW wish to remain available to them if required. This could be a wildlife area. There are natural boundaries to other parts of the site, or fencing already in place
  3. Gates, 5bar gate at entrance, a pedestrian gate to seating area, and a large gate to allow mower access. At the moment we don’t think a padlock is essential, but if we get fly tipping or other problems we would have to speak to WW.
  4. Benches, in seating area to accommodate older people, and therefore to have backs and arms. In the woodland areas, simple backless benches would be sufficient.
  5. Picnic benches, are not favoured by some people. It was decided to leave these till later, and perhaps find sponsors for them.
  6. Notice boards, to acknowledge our sponsors etc at the main entrance, but also information board to advise on events, meetings etc. the boards should look rustic, so they fit in with surroundings.
  7. If we have litterbins, would the council empty them? Consult SSDC councilors.
  8. Water supply to site, and taps etc. Roger to investigate.

Working party to meet on site 9am on Sunday30/11/08 - Tree cutting to commence on Sat 6th Dec—and continue on Sun. Important to keep public safe, so area needs to be cordoned off.

Notes on Annual General Meeting, held on Wed 12th Nov 2008
1 Apologies for absence were received from David Gordon, and Charlie Pattisson, Chair of Shepton Playgroup.
2 Present were Debbie Welch, Marcus Jubb, Jules Compton, Roger Cripps, Mary Clarke and Barrie Bentley.
3 Chair’s report - presented by Debbie
We have had a busy year, and have had lots of help from very many people. We would like to thank everyone who has contributed in any way to our progress during the year.
Having applied for a Lottery Grant, this has really focused our minds on what we want to achieve, and the best way of going about this. The process of grant application has made us realise that in embarking on this project we have legal responsibilities to the Project group, the members of the public that are using the site, and of course the landowners, Wessex Water.
Progress has been made on getting detailed information on the possible risks in using the site of a former Sewage Treatment Works, and remaining investigations that need to be completed. We are conferring with our advisors, who include Jeff Downing. Contaminated Land officer, SSDC, Andy Roberts, Principal Scientific officer, Somerset Scientific Services, SCC, and Martin Fine, our grant Stage 2 facilitator.
At our next working party marking out of paths, orchard areas etc will allow a better view of site to be taken. From this information we will be able to make a basic set of requirements so that contractors can be contacted, and quotes obtained for work that we cannot do ourselves.
4 The new constitution was formally agreed by the meeting. 5 Election of Officers The current committee was re-elected unopposed. The committee is: -

6 Treasurers Report Roger gave a brief Treasurers report, and confirmed that a bank account had been open, with 3 named signatories. There has been a donation of £50.00 from the Neighbourhood Watch group. This is all the money we have at present. Roger is to investigate a transfer of monies that the Parish Council is holding on our behalf, to our account. We will use the Auditor that the Parish Council use.
Roger reported that we had been unsuccessful in our application for a grant from the O2 community fund.
The Watermark grant application will be decided in Dec/Jan. The Second stage lottery grant application is progressing. We are to contact Les Collett to explore other local funding.
6 Site Plan Jules talked us through the updated site Plan, which looks very good, and has been modified in response to input from the group. He suggests we should make a list of skills we have, and decide what jobs we can do, and would like to do, and those that we need contractors to carry out. This will be compiled at the next meeting.
7 Management Plan The management plan needs to be modified in the light of new proposals. It is suggested that the plan be broken down into different areas, so the these can be dealt with individually, and make the task easier. The new management plan needs to be sent to Wessex Water for their comments. (We also need to discuss with WW a lock for the gate to the Meadow so that we can prevent access to the site by unauthorized people.)
9 RSPB Survey Debbie to talk to school about possibility of carrying out RSPB survey of birds in the spring, the opportunity for kids to make nesting boxes, the chance of getting some plant identification done in the spring, on site. The school might like to be involved in planting wildflower seeds on areas scraped bare, in the spring.
10 Working Party. Next working party on Sunday 23rd November at 10 am. This will use sticks to mark paths, mark tree positions in orchard, complete cutting up of old wire fencing, clear bramble regrowth, clear around seating area centre. 11 Logo Jules to send Mary the logo designed by Jane for use as letterhead etc (IT skills permitting!)

Notes on Meeting Thursday 5th March 2009

Notes on Shepton Beauchamp Cowleaze Meadow Project committee meeting held on Thursday 5th March in the pub. Present were Debbie, Roger, Marcus and Mary

Debbie and Marcus have prepared a project update report, to be sent to the Web, and also to the village website. We are hoping to encourage more volunteers to join us now the weather shows occasional signs of becoming spring like.

Roger and Mary are making progress on the grant application, and hoping to submit an application for a development grant next week. This is in addition to the Stage 2 application, and will contribute money to cover the cost of the site survey. In addition to the £250 received from Wessex Water, we have also applied to the Leonard Laity Stoate Charitable Foundation for additional help to cover this expenditure. The presentation of the cheque and award from Wessex Water will take place on Thursday 12th March, at 2.30pm on the Cowleaze Meadow site. Everyone is welcome- in fact the more the better as we are hoping the press will be there to witness the event.

In the course of form filling, we have reviewed the constitution, which was agreed by the group at the AGM on 12th November 2008. Following informal legal advise, we have been advised to remove clause 10. Alterations to the constitution shall receive assent of not less than two thirds of the members of the group (Clause 8). We will assume assent unless otherwise informed by 31st March 2009. Please find copy of current Constitution attached with these minutes.

Since the grass has been frequently cut, the problem of dog mess on the site is becoming more noticeable. We need to try to encourage people to pick up after their dogs. A prominent notice has been placed on the gates, but without much effect. We may consider getting the Dog Warden to advise—though a previous visit to the village was not very successful. All helpful ideas welcome.

Debbie is to check with Tim Muggs of Western Power if the offer of free trees is still available.

All committee members are to provide a brief CV for the Stage 2 application, to demonstrate we are suitable to use any money wisely and competently.

We are sad that Jules and Jane Compton, who have been deeply involved in the project, are moving away from the area in the next few weeks. They have both helped enormously with the site planning and design and costings, as well as practically with working parties, and mowing etc. In addition Jules’s knowledge and vision has inspired us to be more creative. We will miss their direct input, but hope that we will continue to have contact and we will be able to invite them to social functions as the work progresses.

As we progress with the work, it is important that everyone takes note of the plan, and does not do any work without approval of the group. We need to clarify the types of orchard trees to be planted, the spacing between then and other important basics.

The playgroup will be coming to the site on Wednesday 18th March to plant the primrose plants at the site entrance. There are also some cowslips and celandines for the children to plant out. Unfortunately due to the slow progress in completing our Stage 2 application, the permanent site for the playgroup will not be available until the autumn, as digging for path foundations etc would interfere with their growing regime. Roger Cripps has offered the group a small bed on his allotment so they can grow some things this year, if the playgroup wishes.

Next meeting on Thursday 26th March. In the pub , at 7.30pm. Next work party on Sunday 29th March, at 10 am onwards.

Update June 2008

On Thursday 19th June at the site, there was an official handing over of the lease for Cowleaze Meadow from Wessex Water to the Parish Council. This included press coverage detailing the project so far and can be read in the next issues of the Western Gazette, Chard and Ilminster News and the Ilminster News, so look out for articles and photos.

There are regular work parties on site keeping chosen areas cleared while we actively seek funding for the project to enable it move forward. The next work party is arranged for Sunday 20th July at 11am. We have arranged a volunteer meeting for Thursday 17th July at 7.30 in the Duke of York, which will be confirmed nearer the time.

Planned Hand over of Lease

Wessex Water will be officially handing over the lease for Cowleaze to the Parish Council at 3pm on Thursday 19th June at a media event in Cowleaze Meadow. This will be followed by a talk by a senior conservation officer from Wessex Water on Water Vole monitoring and their habitat.

Everyone is welcome to the official handover and also to the talk.

On the evening of 19th there will be a meeting of volunteers at The Duke of York at 7:30pm

The next work party session has been set for Sunday 22nd June from 2pm. All volunteers welcome to attend to help keep the mown area cleared.

Notes on Meeting 26th March 2009

Shepton Beauchamp Cowleaze Meadow Committee meeting Thursday 26th March 2009

Attended by Marcus, Debbie, David, Barrie and Mary. Mary reported that the grant from Wessex Water for £250 was received on Thursday12th March on the site. A report was in the View from Ilminster, on Thursday 19th March, with photo, which we appreciate. The playgroup planted some primroses near the entrance to the site on Wed 18th March, and the View from Ilminster reporter was also there.

The meeting Roger and Mary had with Martin Fine was discussed. Our application for a development grant is currently being processed, and we should hear the outcome in the beginning of April. This will allow us to get the survey work completed, and then finalise our Stage 2 application. We aim to have the results of the survey work by the end of April, and be in a position ton have our application ready by the end of May. On Saturday 18th April, the NHW will be using the Village Hall to raise awareness of the importance of home security, especially shed contents etc. We can use this public event to get more support for our project. Marcus is going to get more signatures, and try to enlist workers for working parties, Debbie is going to prepare a map of the site and answer any queries about our plan.

We discussed the constitution, and it was unanimously agreed to remove clause 10 from the first constitution. A copy of the revised document is attached. Barrie was elected to the committee. David is to provide Roger with details of the arrangements for funding for orchard trees, made with Phil Stone of SCC.

As reported in our last notes, Jules and Jane have moved out of the area. Roger is taking on the work of completing the specs for getting estimates etc., and he will be taking on the role of supervisor of the work. At Martin Fine’s suggestion we are setting up an “Advisory Panel” of experts to provide advice and assistance to complete the project. This is being set up. Next meeting Thursday 16th April ,7.30pm in pub, to finalise plans.
