Minutes of a meeting of the Parish Council, which took place on Monday 13 September 2010.

PRESENT

Cllrs Humphreys (Chair), England, Hawkins, Sarker, Walshe, Mr K Ronaldson (District Councillor), Mrs A Larpent (County Councillor), three parishioners, two members of the Police and a Planning Agent.

APOLOGIES

Cllrs Cripps, Hallett, Rowswell, Wakely, Mr P Robathan (District Councillor).

PUBLIC PARTICIPATION

Following the Parish Council’s thoughts on enquiring about adoption of Piece Lane and Brimgrove Lane so that the Highway Authority would be responsible for maintenance, a resident of Brimgrove expressed the view that people living there are happy to be responsible for upkeep of the lane and would not wish it to be adopted.

Concern was expressed about lack of visibility on leaving Brimgrove and the PCSO was asked to monitor parking close to the junction. If the problem persists, the Highway Authority will be asked to consider white lines.

POLICING

PCSO Charlotte Rogers reported on recent incidents in the village.

Parishioners expressed concern to her about the speed of tractors in the village and the use of scramble bikes on footpaths.

Charlotte spoke of a reorganisation of the policing areas and said that from next month the Beat Manager for this area will be John Watson and the PCSO Rachel Napper.

MINUTES

The minutes of the previous meeting were confirmed and signed.

DECLARATIONS OF INTEREST

No interests were declared.

DC REPORT

Mr Ronaldson reminded the Parish Councillors that they are all invited to the District Council’s Annual Meeting with parishes on 15 September at Long Sutton Golf Club, when the topics covered will be the District Council Elections next May, coping with severe weather conditions and the proposed kerbside collection of plastic and cardboard.

CC REPORT

Mrs Larpent has changed her plans and will not now be away from October – December. She has stressed to the Highway Authority the need to grit the roads through the village in severe weather. The Clerk will suggest to Mike Fear that he contacts a local farmer with a view to allowing him to use his snow plough on the roads.

Cheques were drawn for:

PLANNING

No objections were raised to an application to erect single storey rear extension and convert existing loft into bedroom at Peartree Cottage, Middle Street.

Permission has been granted for the demolition of existing garage and porch and erection of extension to The Jays, Lambrook Road. Following a letter from a parishioner on the subject of the planning application at Pendower, the Clerk will send a copy of the Parish Council’s response.

PARISH PLAN

The Fun Run took place on 5 September and attracted a good number of runners but, unfortunately, the gazebos were ruined by the windy weather. The Flower and Vegetable Show was a great success and plans are now in hand for Bonfire Night.

The Parish Council is very grateful to all sponsors and helpers at all the events.

RECREATION FIELD

A local business has offered financial help towards the proposed improvements to the play area. An estimate had been received for cutting down the trees at the Recreation Field and erecting skyways, rope ladders, etc.

Cllr Hawkins enquired about plans for the pavilion but Cllr Walshe said the first priority is the play area. The Parish Councillors will see a copy of the drawings and management plan at their next meeting. The Recreation Field Lease runs out in 2032 and the District Council Solicitor said it can be increased for any length of time, with the Parish Council’s agreement, and Cllr Walshe will find out how long the extension needs to be.

HIGHWAYS

Mr Ronaldson will ask for replacement bollards in Lambrook Road and for the one at the end of Love Lane to be made more secure.

FOOTPATHS

Cllr Cripps had strimmed some of the footpaths, for which everyone is very grateful. Following concerns about scramble bikes on footpaths, a local farmer has offered the use of a field and the Parish Council has no objection to this, provided the footpaths are not abused.

ALLOTMENTS

It was confirmed that all the Allotments are now taken.

The meeting closed at 10.10 pm.
