Minutes of the Annual Meeting of the Parish Council, which took place on Tuesday 26 May 2009 in the Day Room at Buttle Close.

PRESENT Cllrs Humphreys (Chair), Cripps, England, Hallett, Sarker, Wakely, Walshe, Mr K Ronaldson (District Councillor).

APOLOGIES Cllrs Hawkins, Rowswell.

ELECTION OF OFFICERS

It was proposed by Cllr Walshe, seconded by Cllr Hallett and unanimously agreed to e-elect the following en bloc.

MINUTES The minutes of the previous meeting were confirmed and signed.

DECLARATIONS OF INTEREST

No interests were declared.

DC REPORT

Mr Ronaldson reported on the recent Area North Joint Area Committee meeting and spoke about the plans for the new hospital building at South Petherton, which will have 24 beds, 16 of which will be for stroke patients. He said that South Petherton has recently been designated a market town and there are now eleven market towns in the District.

COUNTY COUNCILLOR

A letter of thanks will be sent to John Sharpe for all he has done for the parish during his term as County Councillor, as he is retiring from this position.

ACCOUNTS

A cheque for £10 was drawn for the Buttle Close Tenants’ Association for allowing the Parish Council the use of their room for this meeting.

The 2008/09 Accounts were approved and signed by the Chairman.

PLANNING

No objections were raised to applications to: Convert and change use of offices to form flat with additional retail space on ground floor at The Old Garage, North Street. Erect dwelling (Outline Renewal) on land adjacent to Brimgrove Cottage.

PARISH PLAN

Cllr Humphreys was delighted to say that the School’s application for primary status has been approved. This has the full support of the Parish Council and the County Councillor had sent his congratulations.

The party for the over 70s was very successful and the photographs can be seen at the village shop.

The event planned at the Recreation Field for 20 June has been cancelled and, instead, two raffles will be held – one at the end of August and the other at Christmas. A Car Boot Sale will take place on 14 June. The £12,500 grant available to the Recreation Committee, if it can be matched, does not have to be claimed within a fixed period and the first stage will be to have designs of the play area drawn up.

Plans are in hand for the Street Party on the day of the Church Fete – 17 July.

Cllr Cripps stated that the Cowleaze Group is still waiting for soil samples. Thy have no option but to employ a landscape architect to manage the project so will have to build his fees into the lottery application.

ALLOTMENTS

Various trees have appeared at the Allotments and the track leading there so the Clerk will inform all allotment tenants that the only trees allowed in this area are dwarf fruit trees on the actual allotments. Any other trees will be moved to Cowleaze Meadow.

LENGTHMAN

Parishioners are reminded to leave in the box at the Post Office suggestions of jobs which could be undertaken by the Lengthman.

HIGHWAYS

Mr Ronaldson will request the trimming of the verges at the approaches to the village. The Highways Agency is proposing to construct a maintenance depot on the A303 near Ilminster for storage of salt for gritting. The plans can be seen at The Shrubbery, Ilminster, on 2 June and Cllr England will go to view them.

FOOTPATHS

Cllr Cripps has been trained to use a strimmer and can strim the paths. It was suggested that a strimmer is purchased for parish use.

CHANGE OF MEETING DATES

It was decided to change the date of Parish Council meetings to the second Monday of each month starting from September.

The meeting closed at 9.30 pm.
