Minutes of a meeting of the Parish Council, which took place on Monday 12 July 2010.
PRESENT
Cllrs Humphreys (Chair), Cripps, England, Hallett, Hawkins, Rowswell, Wakely, Walshe, Mr K Ronaldson (District Councillor), Mrs A Larpent (County Councillor) and 3 parishioners.

PUBLIC PARTICIPATION
An enquiry was made as to the reason behind considering having Piece Lane and Brimgrove Lane adopted and Cllr Hawkins replied that the Parish Council was merely looking into the procedure as both lanes lead to the Recreation Field and Allotments and this would be a means of ensuring their future upkeep. A parishioner expressed his views in relation to a planning application on land south of Pendower, Shells Lane, and presented a petition with approximately 50 signatures. This will be passed to the District Council and it was suggested he attend the Area North Meeting to give his views.
MINUTES
The minutes of the previous meeting were confirmed and signed.
DECLARATIONS OF INTEREST
No interests were declared.
DC REPORT
Mr Ronaldson said that East Devon and South Somerset District Councils are working well together and the integration will reduce costs significantly.
CC REPORT
Mrs Larpent said the County Council is applying for funding to carry out a trial of switching off street lights late at night to save energy. She will enquire whether there are any statistics as to crime levels with/without lighting. Mrs Larpent said she will be unable to attend meetings from 10 October – 10 December as she will be abroad.

The Architect will be informed that the Parish Council is not happy with the quality of the timber being used.
PLANNING
The Parish Council had requested a covenant that ownership of the proposed dwelling on land south of Pendower should always include responsibility for the bank alongside Shells Lane. However, this cannot be enforced as part of the bank belongs to the Highway Authority, so the Parish Council withdrew its support of the application and will make representations at the Area North Meeting.
PARISH PLAN
The Annual Cross Country Run will take place on Sunday 5 September. The Whacky Olympics was very well supported and approximately £1,300 was raised. The Church Fete was also a great success, raising £1,850.
LENGTHSMAN
The idea of a grass cutting machine for the Lengthsman was well received by the other parishes . It was suggested that when parishioners leave details of work for the Lengthsman they should leave a contact number in case he needs to get in touch for clarification. Some Councillors did not feel this was necessary so a vote was taken and the majority voted for contact details to be given. Requests which do not include this information should be referred to Cllr Cripps or the Chairman before being carried out.
HIGHWAYS
A parishioner had requested street cleaning and Mr Ronaldson will arrange this. Concern was expressed about the bollards in Lambrook Road being hit by vehicles, also about tractors speeding though the village and being driven over the high bank in Love Lane.
FOOTPATHS
Due to financial cutbacks, the footpaths are in need of trimming. Safety concerns were raised about children riding scramble bikes at the Recreation Field.
ALLOTMENTS
There are two plots available at present (one large and one small) and these have been sprayed and strimmed. The meeting closed at 10.05 pm.
